Film is a more sufficient way of relaying a message of national importance than
news broadcasts and other forms of media.
Many films mislead viewers by portraying a historical event in a different way than
it actually happened.

I think that your theses contain very good arguments; however, i feel like they are not specific enough. You might want to add in some sub-points to show how you are going to explain and/or back up your arguments. Personally, I like your second thesis better, but ending it with the word "happened" seems a little awkward. Maybe "occurred" would be a better word choice.
I really like both ideas that you have. I think that it could be a very interesting paper. However, your thesis statements aren't really worded corectly. you should probably think of a more professional way of stating them.
Both theses are interesting concepts, but I think you will be able to argue your second thesis much more efficiently because there is a lot of historical evidence and many historical fiction films to compare. Also, in order to prove your first thesis you would need to spend time defining the "messages of national importance", and then prove your interpretation of it.
